U.S. District Court Judge William Alsup made a summary judgement Tuesday against the “Denial of Care Rule,” which was announced by the Department of Health and Human Services (HHS) in May. County prosecutor Mike Freeman made the announcement Monday, saying there “is not proof beyond a reasonable doubt” that Cunningham committed the crime.
